Expeditors’ 21 October update reports Emirates SkyCargo’s Riyadh, Jeddah and Dammam suspensions through 24 October, with Madinah still operating. It also reports Qatar Airways’ Riyadh and Dammam suspensions through 24 October and reduced Jeddah frequencies. Confirm acceptance and onward transport directly before sending urgent parts.

Expeditors 10月21日通报称：Emirates SkyCargo至利雅得、吉达及达曼暂停至10月24日，麦地那仍运营；Qatar Airways至利雅得及达曼暂停至24日，吉达班次减少。紧急配件发货前，须向承运人确认接货及后续运输。

The same notice explicitly retains its ocean assessment from 13 October. Those port conditions are older context, not a new 21 October closure announcement. This is a logistics provider’s report, not a port authority order or confirmation that all Saudi services have stopped.

该通报明确说明海运部分沿用10月13日评估，不能当作21日新增港口关闭消息。本期为物流商运营通报，不是港务局命令，也不代表沙特全部运输停止。
